The next Board of Trustees meeting (2020 Q2) will take place on Sunday, July 26 at 9:30 AM.  Due to COVID-19, this quarter's meeting will take place via Zoom.  As always, Unit Owners are welcome to attend.  If you would like to participate, please email the Trustees (chgtrustees@googlegroups.com) at least 24-hours in advance of the meeting and we will email you a link to join the Zoom meeting.

The Trustees have commissioned a building engineer to assess the condition of the rear stairwell at 165. The engineer does "not recommend using the existing stairs until necessary repairs are made." See copy of the report below.


At the moment, ECPM is currently soliciting quotes for repairs. In the meantime, please avoid using the stairwell. If you do choose to use the stairs, it is at your own risk.

The Annual Meeting of Unit Owners of the Chestnut Hill Gardens Condominium Association will take place on Tuesday, December 10, 2019 at 7:00 PM.  The meeting will be hosted by Susan Heideman and Fred Hapgood in Unit 7 of 165.  Please make every effort to attend.  Refreshments will be served!


The purpose of the meeting is to hear from East Coast Property Management and the Board of Trustees about the state of the association, discuss future plans, and conduct customary business.

As is customary, the Board of Trustees will be voted on at the meeting.  Incumbents Curtis Frank, James Griffin, and Ryan Harmon wish to continue to serve in 2020.  If you are interested in becoming a Trustee, please complete the Trustee Form (below) and return to East Coast Property Management by Wednesday, December 4, 2019.

If you are unable to attend the meeting, please complete the Proxy Form (below) and return to East Coast Property Management by Wednesday, December 4, 2019.  This form allows you to designate the active current Trustees or another unit owner in attendance to vote on your behalf at the meeting.  This helps ensure that a proper quorum is met.

This notice is intended for the owners of the garage parking spaces.


The Trustees would like to bring to your attention Section 19, paragraph 13L of the Master Deed, amended 6/04/2013, a copy of which is provided below, and which can be found on this web site under “Documents” >> “Amendments”.


“…..The owner of a Parking Space easement may use such Parking Space for storage purposes provided, however that the Unit Owner fully encloses the Parking Space along the boundaries thereof, thereby creating a storage bin with a lock. All items of personal property, other than cars, motorcycles, or bicycles, shall be stored only in such storage bins and may not protrude outside the boundaries of such storage bins into the general common elements.”


The Trustees expect that all owners who wish to store their personal property in their garage parking space will have acquired or have built a storage unit by October 15, 2019. After this date, any owner who is not in compliance with this rule will be fined until they are in full compliance with the association’s rule.

On Friday, October 18, B&R Tree Service will be on-site pruning trees. They will be removing a diseased tree in the rear of the surface parking lot. To accommodate the machinery, spaces 17-31 will need to be clear. If you have a vehicle in spaces 17-31, please DO NOT PARK it in the parking lot on 10/18 from 8:30 AM to 4:00 PM. There should be parking available on Chestnut Hill Ave, or on any of the side streets: Embassy Rd, Portina Rd, Colwell Ave, Hatherly Rd.

The new hot water system at 163 will be installed Wednesday, September 25.


The installation will take approximately 6 hours. THERE WILL BE NO HOT WATER 10 AM - 4 PM.

ECPM found that the steel supports for the concrete steps are rusted through and the stairs are in danger of collapsing. We are currently soliciting bids to replace the stairs. In the meantime, please use the main stairwell at 165 to access the parking garage. We apologize for any inconvenience.

There have been complaints over the past week or so about the hot and cold water at 163. The Trustees, Kirk Bennett, and John Dowd have been discussing the best course of action. We have concluded that we should move up the installation date of the new on-demand water system from November to now. It is possible that the system will be installed as early as next week, but we do not yet have a definitive date. The installation will be done mid-day and should take up to 4 hours, which means up to 4 hours without water.

Once the Trustees have a firm date and time for the installation, we will post it here.

Snow Assessment.  As was agreed upon last year, the association is assessing 100% of Snow Removal costs. We are excluding Snow Removal from our core operating expense, treating it as a stand alone item, and assessing the total amount following the conclusion of each fiscal year. The assessment is based on number of parking spaces, 53.


This year, end-of-fiscal-year Snow Removal costs were $10,374. The assessment per parking space is $195, due by April 30, 2019.

The Trustees have updated the Association's Rules & Regulations. The new rules have been posted to the Documents page of our website.  The new rules are in effect immediately, with the exception of the Rental Rule (#21), which is effective January 1, 2019.

Here is a summary of the changes:

  • Minor Edits to Rules: 6 (Signage) & 14 (Moving)

  • New Rules: 16 (Trash Room), 17 (Driveway), 18 (Guest Parking), 19 (Violations), 20 (Late Fees)

  • Major Edits to Rule: 21 (Rentals)

    • Owners must submit anticipated rental dates by Jan 15

    • Owners who have rented for 3 consecutive years, will not be eligible in 4th year (only applies if lottery is held in each of the 4 years)

    • Leases can start as early as Jun 1 or as late as Sep 1

    • Lease terms must be exactly 12 months

    • Lease of acceptable content must be provided 2 weeks prior to commencement 

    • Violation results in 5 year ban from renting and/or fine of up to $100 per day

    • Trustees may grant exceptions for extenuating circumstances

163 needs an immediate repair that will require an assessment.  ECPM has informed us that there are gaps around the rear copper facade of 163, which has caused leaking in several units during rain storms.  Contractors from G&G Masonry & Restoration (out of Everett) will be doing the repairs at a cost of $9,800.  As this is a very large repair, the Trustees have elected to not draw down reserves, and instead assess 100% of the cost.  The assessment will be ~$272 per unit, payable in 2 installments of ~$136 due on September 30 and October 31, 2018.

The Trustees have scheduled the GARAGE CLEANING for Monday, May 14 from 9:30 AM until 3:00 PM. Our cleaning company will be onsite power washing the interior of the garage and removing junk.


During this time, all cars must be moved from the garage. You can park on Chestnut Hill Ave or on any of the side streets (e.g. Hatherly, Portina, Colwell, Embassy).

Please note that all junk in the garage stored in public spaces, including the trash room, will be hauled away. If residents have any unwanted items to dispose of, please drop them off in the trash room during this time.

The Association will be raising additional money in 2018.

  1. Snow Assessment.  Beginning in 2018, the association will assess 100% of Snow Removal costs. We will exclude Snow Removal from our core operating expense, treat it as a stand alone item, and assess the total amount following the conclusion of each fiscal year. The assessment will be based on number of parking spaces, 53.  For 2018, end-of-year Snow Removal costs were $9,754. The assessment per parking space will be $184, due by June 30, 2018.

  2. Water System Assessment.  The Association will need to replace the hot water system in Building 163 in late 2019. The estimated cost for replacement is $35,000. 100% of the cost will be assessed by unit, over the course of 2 years. The assessment per unit amounts to approximately $486 per year. The first payment is due December 31, 2018. The last payment is due December 31, 2019.

Regarding the use of space #32 ("the guest spot"), Howard Kreitzman, owner of space #17, will be using the guest spot during snow emergencies.  In this way, his corner parking bay and the grass behind it, can be used for piling snow.


Please do not allow guests, contractors, etc. to park in spot #32 during snow emergencies*.  Normal use of space #32 can begin once snow has been fully cleared from space #17.  *Note: we’re defining snow emergencies as storms with 10+ inches of snow that require our plows to use space #17 to pile snow.

Additionally, going forward, the Trustees request that owners instruct guests who are using space #32 to display a note in the front window of their vehicle, indicating which unit the guest is visiting.  In this way, the unit owner can be contacted in the event the vehicle needs to be moved. Review the PDF below for complete details.
